RAND SLUMP 2% ON GOVERNMENT PLANS TO RAISE DEBT

Local risk-assets sold off sharply on Wednesday afternoon, with the yield on the benchmark R186 government bond rising to a two-month high as finance minister Tito Mboweni began delivering his budget speech.
The rand had been trading at R14.16/$ shortly before Mboweni began speaking. At 2.15pm it had fallen 2.27% to R14.3661/$, while the yield on the government’s 10-year bond, due in 2026, rose  above 9% for the first time since December 2018.
The R186 was bid at 9.05%, 2% weaker than its close of 8.865% on Tuesday.
The government plans to increase the issuance of long-term debt by 18% over the next year to R2.16-trillion as it seeks to plug the budget deficit. This action comes within the context of low growth and tax revenue collection, the National Treasury said.
Gross national debt will increase to 60.2% of GDP by 2022, from 55.6% in 2018/2019. In the past year, the government’s gross borrowing requirements have risen by R15.3bn to R239.5bn. “Government continues to manage its debt and meet the country’s financing needs in a sustainable and responsible manner,” the Treasury said.
International benchmarks for deficit and debt levels are 3% of GDP and 40% to 55% of GDP, respectively, according to Investec economist Kamilla Kaplan.
The Treasury has revised down its growth forecast for 2019 from 1.7% to 1.5%. Over the medium term, growth is expected to increase to 2.1% by 2021. Meanwhile, the tax revenue estimate for 2018/2019 has been revised down by R15.4bn compared to October’s medium-term budget policy statement (MTBPS).
The government debt is also affected by changes in inflation, interest-rate fluctuations and the exchange rate. The rand was described as the most volatile currency among emerging markets last year, while inflation increased on higher oil prices. In response, the Reserve Bank’s monetary policy committee pre-emptively increased interest rates for the first time in two years in November.
Over the medium term, long-term debt will increase by a further 17.5% to R2.54-trillion, an increase of 40.7% from 2018.
Domestic long-term borrowing consists of fixed-rate, inflation-linked and retail savings bonds. In 2018, fixed-rate instruments accounted for 81% of bond issuance.
The government will also raise finance in the international capital markets to fund its foreign-currency commitments. Overall for 2018, it issued $4bn in foreign bonds. In the medium term, government will raise an additional $8bn in global capital markets.
“This is in line with the average for recent years. The amounts aren’t unprecedented,” said the treasury’s head of assets and liabilities, Tshepiso Maohloli.
“Over the past year, developing economies experienced market volatility emanating from uncertainty over US monetary policy, US-China trade tension, and Brexit. As a result, borrowing costs and currency volatility rose,” the Treasury said

RESTIVENESS IN AKWA IBOM OVER ELECTION

The tension is against the background of fears of the pre-election attacks on INEC offices and buses that occured in two local government areas last Friday, the eve of the cancelled polls. Two persons were killed and 13 buses hired by the Independent National Electoral Commission, INEC burnt in Obot Akara local government area by hoodlums suspected to be hired political thugs, while the police claimed that its team on patrol had put out a fire at the INEC office in Eastern Obolo Local Government Area when a petrol bomb was thrown into the office by suspected political. thugs. ALSO READ: Police dismiss alleged herdsmen attack on Enugu community There are even fears that the development may encourage voter apathy in the state during the Saturday poll. Meanwhile, stakeholders of the two major rival political parties in the state the People’s Democratic Party, PDP, and All Progressives Congress APC, have been accusing each other of sponsoring electoral violent ahead of the elections. PDP stakeholders, particularly from Ikot Ekpene senatorial district, have been alleging plots by the APC leadership in the state in connivance with the police to frame them up in order to arrest and detain them unlawfully. The stakeholders of PDP in Abak Federal Constituency comprising, Abak, Ika, and Etim Ekpo local government areas during a press briefing on Tuesday alleged that through high intelligence gathering they uncovered plots by APC Chieftains from Ikot Ekpene senatorial district to use militants to disrupt the elections. The PDP National Legal Adviser, Barr Emmanuel Enoidem, who addressed the press conference said their intel revealed that 34 PDP stakeholders from Abak federal constituency including himself, the State Attorney General and Commissioner for Justice, Uwemedimo Nwoko and member representing Abak state constituency, Hon Friday Iwok had been penciled down to be either kidnapped, killed or arrested before or during the election. He stated, “In fact, it was one of the persons who attended the meeting at Mr Ini Okopido’s (State Chairman of APC) house who alerted us on the heinous plot. “Consequently, we want the security operatives, the Army, Police, the DSS, and other Security organs to be in the know of these developments, investigate, and forestall the impending carnage. Already we have petitioned the Inspector General of Police on the alleged evil plot. “We, the members of the Peoples Democratic Party (PDP) in Abak Federal Constituency and Akwa Ibom State, in general, want to restate and reiterate that we demand a violent free election, devoid of rancor and horror. Given the present ranking of Akwa Ibom State in the Community of other States in Nigeria as the most peaceful State, we want the status quo to be sustained now and after the election” Enoidem further disclosed that they have information on illegal arms and ammunition depots in Nto Mbadum and Itak Ikot Onono, communities now under the custody of Emmanuel Ukpong of Itak Ikot Onono otherwise called General Executioner of the dreaded and deadly “Rockcity Group” in Ikot Onono, Ika Local Government Area. “The aim is to have Ika as their operational base, where the culprits will overrun and overwhelm the other two Local Government Areas of Abak and Etim Ekpo”, he stressed. But the Ikot Ekpene chapter of the APC during a press conference same Tuesday alleged that the PDP had hired armed thugs from Cross River and River States that caused the arson in Obot Akara local government area. The Chapter Chairman of the party, Mr Etebong Udoh, listed PDP stakeholders from the area, including the serving Commissioner for Youth and Sports, Mr Monday Uko, member House of Assembly, Idongesit Ntekpere and the LG Council Chairman, Mr Anietie Akpaetor of sponsoring the armed thugs who had perpetrated the mayhem. Meanwhile, the Akwa Ibom state police command on Monday paraded 10 persons alleged to be in connection with the arson committed in Obot Akara, 41 suspected fake election observers from Delta, Ondo, and Bayelsa states as well as 20 suspected hired political thugs arrested on February 15 in Ukanafun The Police Public Relations Officer, DSP, Odiko MacDon who paraded the suspected political thugs, however, did not link the suspects to any political party, even as he had explained that investigation was still ongoing to know the sponsors. “And on February 17, 2019, the command arrested one Edem Ekpeyu Bassey aka “Eteka” and Asuquo Monday Ebio in Ikot Ekpene who confessed to be political thugs hired from Ukwa village in Odukpani LGA of Cross Rivers state by a politician. “Investigation is ongoing to find out if the arrested persons are linked to any political party or person. And whoever is responsible for bringing them into the state we will go after that person”, he said. Meanwhile, concerned residents and citizens of the state have called on security agencies to be alive to their responsibility by adopting proactive measures and non-partisan in order to avert any violence and bloodshed before and during the elections. “INEC had all the time and the all the resources, they had, they wanted and then to wait only for six hours to cancel the vote? Surely, the reason such incompetence manifested itself has to be explained to the nation.

TRAGEDY BEHIND WAGES OF UNIFORM PERSONNELS AND TEACHERS IN NIGERIA

Findings have it that the Nigerian Teachers and Military are short listed in terms of payment, following an investigation, these set of persons are not well catered for despite their efforts and selfless services they have rendered to the growth of  the country. They are standard of living is very poor compared to what is obtainable in develop countries, it seems that the Nigerain government have abandon these group of persons forgetting the fact that they are the major foundation of our existence as a people, imagine the numbers of people who went through the auspices of teachers or are being safeguard by the military, these persons put out their lives at risk so as we can get good and peaceful co-existence in our geographical zone but in return what do they get from our government whom are beneficiaries of these sectors "negligence".
A sergeant in the police force could not boost of at least N50k( fifty thousand naira) as a  salary, how about the teachers, same perplexity, no good warefare not to talk about the school vicinity which is poorly structured. We all should remember that some person had lost their lives serving this great country let alone their legacies as well as lost consolidation, meanwhile, we should all who benefit from these sector one way or the other see it as our priority to make the Nigerian government stand up to responsibility and meet up with the need of these sector if truly we promise ourselves and generation a better tomorrow, these sector is the foundation for any better and stronger country.

COURT FINDS TRACES TO PATIENCE JONATHAN OVER N1.04BN

 PUNCH

The Economic and Financial Crimes Commission has secured an interim forfeiture of N1.04bn lodged in three deposit accounts with Fidelity Bank Plc on May 20 and 25, 2015 by a company linked to the former first lady, Patience Jonathan.
The forfeiture order by the Federal High Court sitting in Kano and presided over by Justice A. Lewis-Allagoa was consequent upon an ex parte motion filed by the commission seeking for the interim forfeiture of the money, which was found in the bank account of Magel Resort Limited.
This was contained in a statement in Abuja on Friday by the acting EFCC spokesman, Tony Orilade.
The commission had obtained an intelligence that a bank account domiciled in Fidelity Bank, had a huge sum of money that was not being utilised by anyone.
Upon receipt of the intelligence, the EFCC swung into action by conducting preliminary investigation which revealed that Patience and some relatives of former President Goodluck Jonathan were directors of the company.
Others named as directors are Oba Tamunotonye, Goodluck Jonathan Aruera, Goodluck Ariwabai and Esther Fynface.
In trying to trace the origin of the money, it was discovered that N500,000 was deposited on the 20th of May, 2015 by Fynface, who was alleged to be in charge of the company, while N1bn was transferred in two tranches on the 25th May, 2015 from Pagmat Oil & Gas Limited, a company that was not incorporated with the Corporate Affairs Commission.

THE AGBARHO COMMUNITY IN DELTA STATE CLAMOUR FOR THE HELP OF GOVERNMENT

Following an interaction with a former  Secretary General Chief Williams Amuna of the Agbarho community in Delta State concerning the under development and the joblessness in the community, all indications show that the state government has not kept to their promise in that area seeing that the community comes out of obscurity as regards poverty and hopelessness. Meanwhile, according to the people during the Ibori tenure a hospital project was completed and fully equipped in the community but up till this present moment it is yet to be commission for proper usage, this according to them will create job opportunities for the unemployed. The only hope of job creation there is the Delta Glass Company which is geared towards the production of glass though the hope of job creation is minimal which is not up to 40% in terms of job creation as a host community. Therefore, the people of this aforesaid community are calling for the general public and state government to come to their aid. The electricity in the area is nothing to write home about for most a times they suffer absolute black-out for power, they have also wrote to the electricity supplying company BEDC (Benin Electricity Development Company) but till this day there is no reply, government is come upon to see to their plight since this community also have a resources where crude oil is derived. A railway line is also pass through the community there they plead with the Federal government to at least create a  Station in the community since this can as well create jobs.
